Thank you, we have removed PDF 3 as a sufficient technique from SC 2.1.1
and 2.1.3.

We have retained PDF11 because it demonstrates how to make text links
keyboard accessible by associating them properly with Link Annotations. We
are changing the title of PDF11 to make it clearer that providing the Link
Annotation is part of the technique.
