Comment (Including rationale for any proposed change):
This criterion should apply not only to \"forms\" (as in HTML forms or XForms)

but also to other user interface technologies which, while not forms as such,

nevertheless can be used to carry out transactions of the relevant kind. For

instance, it should not be open for an author to argue that, because the

content is implemented in an applet (or some other technology) rather than as

HTML forms or XForms, the success criterion doesn\'t apply.

Proposed Change:
Replace \"forms\" with \"Web pages\".
