comment on "Understanding WCAG 2.0" working draft 17 May 2007: "England" / "the UK"

The word "England" is used where a more appropriate term would be "the UK".
(see http://en.wikipedia.org/wiki/British_Isles_%28terminology%29)

i.e. "This success criterion is based on existing specifications in use in
England and by others for television broadcast..." should be changed to
"This success criterion is based on existing specifications in use in the UK
and by others for television broadcast..."
