Structuring content with properly used heading markup can greatly improve the usability of content, allowing AT user to quickly generate a summary of the content, and allowing them to easily navigate to sections within a page. Without them, particularly for longer pages, discovering if the content on the page contains the information one is looking for, can take much longer than it needs to if a user has to read an entire page to discover information later in the page, or perhaps to discover the information is not found on the page. Proposed Change: This guideline could possibly be combined with 2.4.6 as an AA guideline.
