Summary of Issue: Use Headings as well as make them meaningful
Comment (Including rationale for any proposed change):
In addition to headings being descriptive, it should state that headings must be used to structure content (and be descriptive). It reads now  as “.. if you use heading they must be descriptive”. Headings are generally meaningful by default. What\'s more important is that heading markup be used (properly) instead of using other  means to visually present heading.

\"Headings and labels are used and are descriptive\"
