I have added a first draft of the CR transition request to:

Most of the text is, I believe, fairly straightforward but you should nevertheless check it and update it if necessary.
The glaring issue is the last entry (Implementation Information), which needs proper meat. We have to have a succinct description on how we proceed with testing, where we build up our test suites (there are several repositories around…), how we deal with the various documents, etc.
The plan would be to send this text (by email) to a bunch of people and lists (see top of the text), essentially right after we have a formal decision for CR (hopefully this coming Friday). We can then schedule a transition call, etc. For that to happen, we must
- close all the open, non-postoponed, admin, etc, issues[1] (they are all editorial, so I presume they are either ready to be closed right now, or soon)
- the aforementioned text on testing/implementation should be available
- the text should be produced as CR, with the correct status (and not WD)
