[web-annotation] Changes' sections should be completed

(Just adding this as an explicit issue as a reminder). There are a 
number of changes v.a.v. the March draft that should be documented. 
Some I remember:

* Simplification of the SvgSelector, and usage of rdf:value to make 
consistent with the usage elsewhere
* Allow a State to be refined by a Selector
* Explicit semantics of what it means to have multiple 
Selectors/states
* (re-)introduction of Lists and Composite in handling multiple bodies
 and targets
* clarification of I18N/Unicode handling for various selectors
* adding text direction terms
* added an accessibility feature
* changing (back) to the xsd datetime datatype
* HTTPS put forward in the protocol
