MAY for the high level format resource types? And we still have the
outstanding issue of schema.org types.

Agree that JP2, PNG and SVG are all images with very different processing
characteristics and more information is needed.  On the other hand GIF, JPG
and PNG all have very similar processing characteristics and the exact
format may not be known. Not to totally derail the thread about types, but
we also have SHOULD for dc:format to record the media type... MAY?
