Re: [clipboard-apis] Move script-created events out of "fire a clipboard event" (#16)

(That seems like a minor question of spec editor workload distribution, but FWIW I think it makes sense to let various specs define "actions" or "commands" execCommand can just invoke, and that those actions/commands can have their own security requirements. Otherwise you have to edit the Editing / execCommand() spec every time you add a new command with different security requirements, no?)
