Re: [clipboard-apis] Move script-created events out of "fire a clipboard event" (#16)

@johanneswilm If the Editing TF isn't planning on maintaining the draft or tests, I think it would be best if you didn't keep a fork.  Could you just delete your copies and let my existing ones be the only ones?  I'm happy to update it with a warning not to use it.  In particular, I actually want to reformat the editing tests and get them into web-platform-tests.
