Re: [clipboard-apis] Move script-created events out of "fire a clipboard event" (#16)

@ayg the problem is that currently it is published nowhere and that even somewhat trivial changes cannot be integrated. I would be happy to work on both getting it published and doing trivial changes. And perhaps at some point figure out if it's good enough for Servo to implement from.
