I agree. I assume that people joined the mailing list because they are
interested, and may need time to get up to speed before they contribute
their ideas.

I have also found this to be true. The WG's charter states that there is no
minimum requirement for participation, and I do not see the need to create
different statuses for members. It should be as easy as possible for people
(who have already completed the application and patent policy) to
contribute, without imposing restrictions which might cause people to post
unneeded messages just to maintain their status.
