I've always been uncomfortable with the fact that the value space for QName includes only the URI, and not also the prefix. In that sense, the value space is losing potentially useful information. That said, I'm not sure why we want a length facet on the 2-dimensional QName at all. I suggest the WG turn this into an erratum, and my recommended resolution would be to drop the length facet from QName.
