I can see the argument for symmetry between the namespace and no namespace cases. However, the most important point to keep in mind in all cases is that schema locations are _hints_. What the processor does with any or all of them, and what it does where there are two hints for a given (no)namespace, is at the processor's discretion. Always: processors are to assemble schemas to meet the needs of their invoking applications.
