This use case is neutral between the "literal" and the "absolutize"
versions, though.  It doesn't help.

Nevertheless, the base URI *is* well-defined by RFC 2396.  XML Base provides
a (proposed) mechanism, equivalent to the HTML BASE element, for changing
the base when useful.
