Re: XML Encryption spec

I think it is a wise idea to change our prefix to "xenc" from just "enc" .  
Encoding is more common and most people are familiar with and having just "enc" 
for encoding makes sense.  but, it looks like we need something like xenc (for 
lack of a better alternative)
