We had an internal argument about whether or not we could use SOAP 1.1 envelopes with the media type, and decided that the registration did not clearly address this. We wanted to recommend that the registration be amended to clearly not preclude use of SOAP 1.1 with the media type. Seriously, though, I do think it would be worth making some kind of statement in the registration that notes that the media type is not dependent on any particular version of SOAP, as long as future versions remain backwards-compatible with SOAP 1.2.
