Many thanks for your thoughtful response on this comment. I am content for this to be deferred until the next round, as there is a more serious problem with the decimal data type which needs to be fixed before W3C can recommend the Schema. I note that your example: <elt value="3"/> uses (quite reasonably) a value of "3". However, this is *not* a valid canonical representation of a decimal number.
