Being able to declare that an attribute should have a value inherited
from its parents (if that is the idea) was considered but not taken up. 
It would have been useful for xml:lang too. The line has to be drawn
somewhere, of course (in the absense of some kind of extensible
implied-attribute-value resolution framework).
