Our mandate in producing XLink 1.1 is clearly specified in our charter[1] A number of simple extensions to XLink 1.0 have been proposed. The XML Core Working Group published a Working Group Note describing specific possible changes and will produce XLink 1.1 to implement these changes. We do not have a remit to make broad changes to the specification. I would (personally) support an effort to revise XLink in a more global way, but such revisions would probably require the formation of a new XLink WG. The Core WG, acting as the stewards of XLink in the absence of such a WG, are attempting to address a few very specific issues.
