Issue 216: RPC and Schema dependency

Issue 216 [1] points out that the definition of the RPC style implies  
that it can only be used on messages described by XML Schema. This is  
an unnecessary restriction, and I propose the change below to avoid it.

In section 2.4.4 of part 1, change:

"""Use of this value indicates that XML Schema [XML Schema: Structures]  
was used to define the schemas of the  {element} properties of all  
{message reference} components of  the Interface Operation component.  
Those schemas MUST adhere to the rules below."""

to:

"""Use of this value indicates that the associated messages conform to  
the rules below, described using XML Schema. Note that operations  
containing messages described by other type systems may also indicate  
use of the RPC encoding, as long as they are constructed in such a way  
as to follow these rules."""
