7c. Issue: remove solicit-response and output-only operations?  Any
proposals to better specify these ops?  Should we have a straw poll on
whether to close the issue or wait for a proposal?

7d. Issue(s): Non-SOAP HTTP Binding
Jeffrey refactored up the non-SOAP HTTP binding issues [25] and proposed
a solution for some of them in [26], [27], and [28].

7e. Issue: Should Operations permit alternate and multiple responses?
Thread starts at [29].

7f. Issue: portType extensibility [30].

7g. Issue: service type [31].
