Last Call Decision

WOWGers -
  for those of you who weren't on the phone today, please join us in 
celebrating the decision to move five of our documents to Last Call 
with, as the US Supreme Court put it, "all due haste."
  We will move the Overview,  Guide, Requirements, Reference, and 
Semantic and Abstract Syntax documents to LC -- details will be in 
telecon minutes.
  We have also decided to release the Test document as a Working Draft 
(not Last Call) as we still wish to create more test cases, make sure 
current approved test cases match all the changes we've made in the 
recent past and also to get some responses on the tests from 
implementors who will now know that our design is more stable.

  Thanks to everyone in the WG - we've come far and fast -- we're not 
at the finish line yet - but we've just made a major leap forward
