proposed status section on RDF semantics

Here is a proposal for the status section.  It will probably have to be
rewritten for style.  :-)

The RDF semantics is currently undergoing minor changes.  Some of these
changes have been anticipated in this document.  Other changes to the RDF
semantics are required for complete conformance between the RDF semantics
and the OWL semantics.  (See Section 5.2 for one example.) These changes
are under advisement by the RDF Core Working Group.  When the RDF semantics
is successfully modified this document will be appropriately adjusted.
