5.17 again - Re: How to close issue 5.17 - XML presentation syntax

Dan was right that I didn't make what I was suggesting clear enough. 
Let me try presenting a closer for 5.17 with more details.

Proposed: To close 5.17 by releasing a document, to be included as a 
non-normative appendix to our reference document (and referred to by 
the others as necessary), which proposes an XML-schema for defining 
OWL ontologies.  This document will be based on the XML presentation 
document developed by Peter Patel-Schneider [1], based on the 
comments provided in the recent reviews by Masahiro Hori [2] and Jeff 
Heflin [3]. and with a mapping to the RDF/XML exchange syntax for OWL 
as requested by Dan Connolly [4].
