When the linker is forbidden

Hi again.
I am not on this mailing list, so I began looking thru the archives and I noted
the mails on htmlhelp.com and the possibility or probability that the problem
is not with the link but with checklink being prohibited.

It would be nice if you could detect that situation, but in any event, the text
and help for that 403 error should definitely point out that the linker itself
being prohibited is a possibility.
