Practical interoperability on the web will be achieved when there are standards (de jure or de facto) that describe correct _interpretations_ and _semantics_ for a given document. But any work in this area---and the topic has been discussed to death---can be applied to ``legacy'' HTML nearly as easily as to the shiny new XML-based HTML DTDs. Anybody who thinks that a new HTML DTD will fix anything has missed the point. ^L
