I'm no authority on correct procedure, but I'd guess that if there's a need to escalate beyond the current communication channels, the first thing someone on TC39 might do would be to talk to their liaison to W3C. Acknowledged that this may not be sufficient to fix the problem, but it can't hurt. This would not preclude discussion in a TAG meeting or on www-tag, it's just another avenue. Jonathan
