In an ACM Queue article [1], Kathleen Nichols and Van Jacobson propose anew approach to minimizing buffer bloat delays. Note that Van is known, among other things, for his key contributions many years ago to the practical implementation of flow control for TCP, first implemented in Berkeley Unix kernels.
