Draft on Web App storage for TAG F2F

Ashok:

Looking over the minutes [1] of our call last week, you were uncertain 
about committing to a new draft on Web App Storage for the F2F, and I was 
to get back to you this week. Obviously, I don't know how much time you 
have available, but I think this F2F offers an excellent opportunity to 
move past debates about the scope and framing of the goals, and on to 
technical discussion. If you can offer even a substantial fragment of a 
draft, that would be a significant contribution toward making the F2F more 
productive.

Either way, I'm starting to pull together the outline of the agenda, so 
when you know what if anything we're likely to have as required reading, 
and what sort of discussion to schedule, please alert me.
