Hi Jeni: My problem with this document is not the content, which is fine, but its positioning. We cannot offer legal opinion. We had some discussion of a vehicle for proclaiming W3C positions but that seems to be stalled. So, shall we just publish this as a note or finding? Somehow, that does not seem enough but that's just my opinion.
