As per the Edinburgh discussion, I'm very happy with the intent of
this draft. I think the wording could be improved, to reduce the
potential for lingering pockets of unreconstructed understanding that
namespaces are (small) finite sets of names, in particular in the
final Good Practice note, where I'd prefer the phrase
how names may be given definitions (or have them removed) and by
whom
instead of the current
how names may be added (or removed)
