Revised namespaceState-48 draft finding

/ ht@inf.ed.ac.uk (Henry S. Thompson) was heard to say:
| As per the Edinburgh discussion, I'm very happy with the intent of
| this draft.  I think the wording could be improved, to reduce the
| potential for lingering pockets of unreconstructed understanding that
| namespaces are (small) finite sets of names, in particular in the
| final Good Practice note, where I'd prefer the phrase

|   how names may be given definitions (or have them removed) and by
|   whom
|
| instead of the current
|
|   how names may be added (or removed)

I have made this change, and the two changes agreed at the Edinburg f2f.
