I believe (as Apple hasn't actually updated their documentation) preventing zoom is still possible inside web views in Safari (e.g. native apps with webviews / hybrid apps), so it should ideally remain in the spec, but with a fair warning about how the feature itself is user-hostile and that UAs may ignore it (either outright, like Safari does for wild web content, or through a setting as in the case of Chrome/Firefox).
