[css-scroll-snap] [css-overflow] [cssom-view] scroll offset vs scroll position

The Scroll Snap spec is currently inconsistent about this terminology.
Suggesting that we switch from scroll offset to scroll position,
given its use in CSSOM View and also the order of magnitude more hits
on Google for the term.
