[CSS21][CSS22] Request to clarify the section 6.4.3.

Hi,

In the 1st bullet of “6.4.3 Calculating a selector's specificity”:

> count 1 if the declaration is from is a 'style' attribute rather than 
> a rule with a selector, 0 otherwise (= a)

I think that this sentence is grammatically incomprehensible; saying honestly, it is hard to read and understand.
In my eyes, we need to clear up the sentence.
