[css-lists] Make ::marker use tabular variant for numbers by default

In some fonts, numbers are proportional by default, which could cause
undesired result in list markers.

I propose we add "font-variant-numeric: tabular-nums;" to the default
stylesheet of ::marker pseudo element to avoid using proportional number by
default.

This rule has been used in Firefox since 32.
