[css-variables] DoC finished, ready for CR pub

Per discussion at... one of the previous face-to-face meetings(?),
I've finally finished putting together the DoC for the May 2014 Last
Call of Variables.  it's now ready for publication as CR.

So agenda+ for the next meeting to resolve on CR publication.  This is
first CR, so it'll need a transition meeting set up.
