[css-logical-props] initial value of caption-side with logical keywords

Should the initial value of caption-side become block-start?  That seems
to be more useful if you have a table in a vertical writing mode.

Also I am assuming, since the blue property definition boxes don’t
override the “Computed value” line, that these new logical keywords do
not compute down to their physical equivalents.
