Better yet: turn it into a 301 Redirect to /TR/CSS, which
is the actual replacement for it.

(That also needs to be updated, but that's a separate issue.)

Chris, can W3C do 301 redirects on /TR/shortname? I haven't had
much success with requests to webreq to that effect.
