[css-backgrounds] background-position as a shorthand for x and y

Hello,

We would like to standardize background-position-x and background-position-y which is currently supported by Blink, Webkit, Trident and Edge. This would need for the spec to reference background-position as a shorthand for the longhands of background-position-x and background-position-y, also the addition of these longhands.
