[css-regions] broken TR link

It seems like bikesheding the regions spec broke the TR link. Last WD was published under css3-regions while the current ED is linking to css-regions. 

How should we go about this? 
1. Add a redirect css-regions > css3-regions
2. Fix the ED to point to css3-regions
