[css-counter-styles] extended range for complex CJK counter styles

Hi,

Though the algorithm for extended range of complex CJK styles has been
dropped, I don't think it should stop impls from supporting numbers
ouside the limited range. I propose that the spec should explicitly
allow UAs to generate representations for the extended range in their
own custom algorithms. I don't think it is a large problem if there is
some minor differences between impls in this feature.
