This is fine for background and borders (where we do that already) but not appropriate for CSS UI. The reason is that <image> must be tested for the CSS3 Images spec somewhere and background and borders seems to be the right spec. Worrying about testing as a driver for (not) making spec changes is a pretty big Priority of Constituencies inversion, and so I don't think it's a valid reason to decide this on.
