Browsers did not catch up with <image> on all properties yet and for level 3 the main goal is to reach REC ASAP. Florian’s suggestion to limit <image> to just url() at the beginning and let other specifications extend <image> moves testing efforts to the other specifications. This is fine for background and borders (where we do that already) but not appropriate for CSS UI. The reason is that <image> must be tested for the CSS3 Images spec somewhere and background and borders seems to be the right spec. Doing it for all specs seems to be overwhelming.
