I looked over the CSS3 Text ED and I'm fine with publishing this as an LC draft. There's still a potential infinite loop in the definition of letter-spacing and justification, since user agents can get into situations where the use of ligatures in some justification modes can cause spacing to be non-zero but with ligatures disabled the spacing may end up being zero. But layout engineers are clever folks, we can let them figure this out how to avoid this. One small nit: there are full-width spaces in Example 12 which is why you see the odd spacing after "expanding". Cheers, John Daggett
