What happened to http://www.w3.org/blog/CSS/2012/08/30/resolutions-53/
? Looks like csswg.org is out of date on this point.

As for WebKit policy, with Blink
(http://www.chromium.org/blink#vendor-prefixes) and Gecko
(https://wiki.mozilla.org/User:Overholt/APIExposurePolicy) moving away
from vendor prefixes (to keeping experimental features in experimental
builds) and WebKit no longer enjoying Chrome's market share, hasn't
-webkit- prefixing now turned from an advantage to a liability for
WebKit? Why stick to that badness still?
