[css3-exclusions] issue 15183

Since we've opened issue 15183 [1] there have been no proposal of which option should apply to the current spec. At this point we want to resolve the issue by taking option 1, i.e. not insisting on any particular collision avoidance. Also, if there were any new modules that handle collisions (Florian proposed one for example) exclusions should just work since this module is not about positioning the exclusions themselves but how their geometry is handled/propagated once they have been positioned.
