We still need input from other groups (I18N) and I think we need a clarification from the Unicode UTC as to the intended scope of UTR50, since Koji asserts that UTR50 implies that Tr fallback to a rotated default glyph is a requirement of UTR50 "compliance". I think we should defer this to a F2F discussion when we have time to tackle the issues with everyone involved, including Rossen along with Addison and Richard from the Internationalization group.
