Just now I got a bunch of comments about the bleed on Twitter[1] from Japanese professionals in typesetting/printing.

The consensus here is that 3mm is most appropriate default value for bleeds, necessary for usual paper cutting condition, and we should not define the standard value with points unit, because we use the international standard metric system and the standard paper sizes are defined in millimeters.

I agree with you. I think 3mm is good default but UA-specific (configurable) is better. So I would suggest the 'bleed' value as:

Value:   auto | normal | <length>
Initial: auto

auto
  Same as 'normal' if 'marks' has 'crop' and to zero otherwise.

normal
  UA-specific. A value of 3mm is suggested.
